<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The results of the Phase I study demonstrated that both CBT and Windy Gap <br />represent significant sources of Loveland's future water supply. It is <br />therefore important that the more recent NCWCD policy be modeled as <br />realistically as possible to estimate the future supplies available to the <br />City. The computer models used to reflect operation of these projects <br />developed in Phase I were revised for the Phase II study to better reflect <br />both projects' historical and predicted future operations. As in Phase I, <br />the modeling of CBT, Windy Gap, and all other City supplies was performed <br />on a monthly basis. Methodologies used to simulate the operations of caT <br />and Vindy Gap are described in detail in the Technical Appendix. <br /> <br />The caT project provides supplemental water supplies to Front Range users, <br /> <br /> <br />i.e., project demands occur when shareholders are unable to meet their <br /> <br />needs from their own water supply sources. Project demands therefore <br /> <br /> <br />generally increase as streamflows on the Front Range decrease. CaT quotas <br /> <br /> <br />are based, in part, on predicted demands for the upcoming irrigation <br /> <br />season. The NCWCD declares a new CaT quota every April based on existing <br /> <br /> <br />storage in the caT system and predicted spring runoff estimated from <br /> <br /> <br />mountain snowpack conditions. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Algorithms were developed and incorporated into the computer models to <br />calculate monthly caT demands based on projected streamflows. Using the <br />1,000 year record of synthetic monthly aig Thompson River streamflows <br />(developed in Phase I) to represent Front Range flow conditions, the runoff <br />for the upcoming irrigation was calculated to determine caT demands. <br />Similarly, the Phase I 1,000-year synthetic record of CBT inflows and <br />end-of-year CaT storage contents were used to predict available supplies. <br />Annual quotas were then computed based on these projected demands and <br />supplies. <br /> <br />The Windy Gap project provides an additional supply of water to its <br />shareholders. No quotas are set for use of Windy Gap water. Windy Gap <br />project demands were computed in a similar fashion to CBT and were based on <br /> <br />3-12 <br />
