<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />In 1985 the ~ater Board recommended that the City evaluate the need for <br />increased reservoir capacity to meet future needs. In November of 1985, <br />Loveland retained Camp Dresser and McKee (COM) to undertake a 3-phase study <br />to (1) examine potential drought impacts; (2) analyze alternatives to <br />mitigate drought impacts; and (3) conduct a feasibility study, if <br />appropriate, consistent with Colorado ~ater Conservation Board (C~CB) <br />guidelines for obtaining financial assistance. Partial funding to conduct <br />these studies was obtained from the C~CB. <br /> <br />The Phase I study was completed in August 1986. The Phase II study was <br />begun in February 1987, the results-to-date of which are presented in this <br />Interim Report. COM has been assisted in the Phase II work effort by the <br />firm of Landmark Engineering Ltd. in the areas of assessment of social <br />issues and cost evaluations, and by the firm of ESCO Associates Inc. in the <br />area of assessments of environmental issues. <br /> <br />1.1.1 PHASE I - DROUGHT STUDY <br /> <br />The purpose of the Phase I effort was to answer the following questions: <br /> <br />1. ~hat water demands can be expected as a result of population growth <br />in each of the design years? <br /> <br />I <br />I <br />I <br /> <br />2. ~hat supply of water can be expected from the City's existing water <br />sources under certain drought events for specific design years <br />(e.g. 1985, 2000 and 2015)? <br /> <br />3. ~hat deficits (i.e., shortage of water due to demand exceeding <br />supply) might occur for given drought events during the design <br />years of 1985, 2000 and 2015? <br /> <br />I <br />I <br /> <br />4. ~hat level of drought protection should the City plan/design for in <br />the future? <br /> <br />In the Phase I study, water supplies available from the City's four (4) <br /> <br /> <br />major water sources were compared to forecasted water demand for three (3) <br /> <br /> <br />population growth rates.
