Expand Green Ridge Glade reservoir to a total capacity of 3,500 AF <br />($8,490,000 capital, $40,500 O&M). <br /> <br />2. Purchase 1,645 units of the CBT Project such that total ownership <br />by 2015 is 15,100 units ($1,320,000 capital, $16,900 annual). <br /> <br />3. Investigate possible agreements with other direct-flow water right <br />owners o.f No.1 priority water rights and owners of CaT units for <br />exchange with the City's stored Transfer Decree waters. The <br />estimated costs of implementation are $25,000 to $50,000 (capital). <br />The study results indicated that the exchange potential with CBT <br />units would reduce the quantity of additional CBT purchases from <br />1,645 units to 880 units if a permanent exchange agreement for <br />approximately 2,700 units could be obtained; these estimates do not <br />include any conveyance losses, shrink or similar stipulations that <br />might be necessary as a condition of exchange. Only minimal <br />exchange potential is available with direct-flow water rights on <br />the Big Thompson River. <br /> <br />4. Apply for a new direct-flow water right on the Big Thompson River <br />to be used in conjunction with the expanded reservoir ($25,000 <br />capital). <br /> <br />5. Develop and implement a water conservation plan to include <br />requirements for water savings devices/controls for new <br />construction, a leakage reduction program, and water use <br />restrictions with public education during drought emergencies (no <br />cost estimate). <br /> <br />6. Expand the Chasteen Grove water treatment plant to 46 mgd as <br />required by growth in demand. <br /> <br />I <br />I <br /> <br />By taking these actions, the City's water supply portfolio would provide <br />protection against a lOa-year deficit at the Design demand; more efficient <br />management of Transfer Decree water will be possible, and a 30-day <br />emergency supply would generally be available in storage. <br /> <br />I <br />I <br />I <br /> <br />COM recommends that the City begin investigating possible financing options <br />for the above actions and conduct the Phase III Feasibility Study in 1988 <br />to ensure that sufficient time is available for the design and construction <br />of the reservoir.
