Evans <br />ewes Director <br /> <br />Dan MeA uliffe <br />Deputy Director <br /> <br />DATE: May 8,2000 <br /> <br />SUBJECT: Agenda Item 12a., May 22-23, 2000 Board Meeting <br />The Plumb and Dailey Ditch Company <br /> <br />Introduction <br />The Plumb and Dailey Ditch Company (PDDC) is applying for a $42,000 Small Project Loan to <br />reconstruct the Company's diversion structure on the Boulder Creek, , The estimated total cost of <br />the project is $46,620, Please see the attached project summary and map, <br /> <br />Backaround <br />The PDDC, located in Weld County, operates the Plumb and Dailey Ditch for the benefit of the <br />shareholders by providing direct flow irrigation water. The ditch diverts from Boulder Creek, 6 <br />miles southeast of Longmont, and water deliveries are made through the Company's ditch to the <br />1600-acre service area. The PDDC diversion has been damaged during the past several runoff <br />seasons, to the point that it is very difficult to deliver water to the shareholders. The PDDC needs <br />to rebuild the diversion as soon as possible, preferably in fall 2000, when the weather is good, and <br />stream flows are at a minimum, The Company is eligible for a loan from the Small Project Loan <br />Account, since delaying construction until sUmmer or fall 2001 would result in a hardship on the <br />Borrower, The current condition of the diversion makes water delivery difficult and uncertain. <br /> <br />Feasibility Studies <br />Glenn Newlon, P,E., Natural Resources Conservation Service (NRCS) Greeley, has completed <br />final plans and specifications and a cost estimate for the project. John Van Sciver has completed <br />the CWCS Feasibility Study using information provided by the NRCS and the Company. The <br />study includes an assessment of alternatives available for rehabilitation of the PDDC diversion. <br /> <br />The Plumb and Dailev Ditch ComDanv <br />The PDDC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 13 shareholders and 40 shares of stock, The PDOC has the power to set <br />annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. <br />
