CDH will use the
water supply models from Task 1 to determine the total system yield
under Design Conditions assuming that the City diverted "free" water as
such water was available.

Plan Elements #3 through #S (Reservoir Storage)

The revised models from Phase II - Task 2 will be used to determine the
reservoir capacities required to eliminate the deficit under Design
Conditions. Graphs will be constructed depicting surplus or deficit
versus level of implementation as illustrated in Figure 3-1. Sources
of water for storage to be considered are as follows:

a. "Free" water (new direct-flow right)

b. City-owned direct-flow rights

c. Transfer-decree water

d. CBT Project water

e. lIindy Gap Project water

Plan Elements #6 and #7 (CBT and lIindy Gap lIater)

The revised models will be used to separately determine the number of
additional units of CBr and lIindy Gap water which should be acquired to
eliminate the deficit under Design Conditions. Graphs of surplus or
deficit versus the number of project units or lIindy Gap shares owned
will be constructed, as shown in figures 3-2 and 3-3.

Acquisition of Additional Direct flow Rights

CDH will use the water supply models in the same manner as described
above to determine the increase in total yield for acquisition of
additional No. 1 and No. 2 direct-flow rights on the Big Thompson
River. CDH will also determioe total system yield under the Design
Conditions for complete City ownership of water rights in the following
irrigation ditches:

3-1
