Please be advised <br />that I give the following opinion in conjunction with said <br />amendment to the contract. <br /> <br />1. That the signature signing the contract amendment is <br />that of the Mayor of the City of Louisville, duly <br />elected. <br /> <br />2. That the Mayor has the authority to bind the City of <br />Louisville and the contract has been validly approved by <br />the City Council of the City of Louisville. A copy of <br />the minutes of the meeting approving the contract are <br />attached hereto. <br /> <br />3. The City Council has the authority to enter into the <br />amendment to the contract without a vote of registered <br />electors as this contract comes within the water supply <br />exception of the Colorado Constitution, Article XI, <br />Section 1 - Section 6. <br /> <br />4. There are no provisions in the Louisville Municipal <br />Code or any other state or local law that prevents this <br />contract from binding the City of Louisville. <br />
