The District has been <br />forced to operate under substitute supply plans for the past several years just to meet its <br />existing demand. A functional Robbins Reservoir is essential to solving the District's <br />current problems and meeting future demand. It will allow capture of spring runoff in <br />the Beaver Creek drainage as well as storage of Mesa Creek water by exchange, thereby <br />providing a reliable, deliverable source of augmentation water, and allow the District to <br />implement its augmentation plans. It will also provide the regulatory function needed to <br />moderate streamflow fluctuations for the benefit of downstream users during the winter. <br /> <br />The Robbins Reservoir site is located in Mesa County in the Powderhom Ski Resort area <br />approximately seven miles South of Mesa, Colorado on Colorado Highway 65. The <br />Robbins Reservoir site is in the Powderhom Metropolitan District. The District serves <br />the Powderhom ski area and other adjacent properties. Exhibit A includes a vicinity and <br />location map showing Robbins Reservoir and the Powderhom Metropolitan Districts. <br /> <br />II. <br /> <br />Project SponsorlInstitutional Aspects <br /> <br />The sponsoring entities are Powderhom Metropolitan District No. 1 and Powderhom <br />Metropolitan District No.2. (Reference Exhibit A) The two Metropolitan District's were <br />formed in 1986 to act, jointly, for the purpose of providing the following services to the <br />Powderhorn Ski Resort: <br /> <br />Water supply and services <br />Sewage collection and treatment <br />Recreational facilities and services <br />Fire protection services <br />Transportation services <br />TV translation and relay services (cable vision) <br />Street improvement facilities and services <br />Street safety services <br />Mosquito control services <br /> <br />The District's were organized under Title 32 of the Colorado Revised Statutes.
