Powderhom Metropolitan Districts I & II (the "Districts"). in the <br />County of Mesa and State of Colorado. are special districts organized and existing as <br />quasi-municipal corporations and political subdivisions of the State under the laws of the <br />State of Colorado; and <br /> <br />WHEREAS. the Boards of Directors of the Districts (the "Boards") have <br />detennined and hereby detennines that the present and future needs of the Districts require <br />improvements to the Districts facilities: <br /> <br />NOW.
