The design criteria and recommendations of the U.S.
Department of Interior Bureau of Reclamation publication for Design of Small Dams will
be utilized for the final design of the dam, outlet works and spillway. Additionally, the
U.S. Department of the Interior Bureau of Reclamation publication for Design of Small
Canal Structures will be utilized for design criteria and recommendations for structures
where applicable.

The proposed reservoir and dam structure is shown on Plan Sheet 1 in Exhibit F. The
drawing shows a typical dam section, operating water levels, major components, and
related information. Preliminary dam cross-sections are shown on Sheet 2 of Exhibit F.
Because of the availability of good onsite soil materials, the dam is proposed to be an
earth filled dam. Riprap is available in the vicinity and will be used to protect the
upstream face of the dam. The spillway is proposed to be constructed of concrete.

Exhibit A includes the Powderhom Metropolitan District Boundary and Project Location
Map which shows a proposed construction access road to the Robbins Reservoir. The
access road shown is located on or near a former jeep trail that presently exists. During
the final design the access road may be relocated to a location where it can also serve as
a permanent road for future utilization of the property as it develops. Also shown by the
same Exhibit is an approximate location for a water transfer supply pipeline extending
between Mesa Creek and Beaver Creek. This would allow the transfer of the District's

-SEE
UhJBJT
::z:

augmentation water in Mesa Creek to be transferred to Beaver Creek and to downstream
senior water right holders. This is described in more detail in the Water Rights Section
V herein. Although separate from the reservoir site, the transfer pipe is to be constructed
with the Robbins Reservoir project as part of the water augmentation plan.

Robbins Reservoir and the access road are located on properties owned by the Powderhom
Recreation and Development Company as well as being within the Metropolitan Water
District's boundaries. Therefore, land and right-of-way are available for the proposed

13
