See Exhibit C <br /> <br />The District is in the process of implementing a long-tenn strategy for water supply <br />development to serve the demand of the District's Service Area. Refer to reports prepared <br />by Wright Water Engineers dated October, 1984 and November 20, 1986, by Western <br />Engineers, Inc. dated July 25, 1985 and by Resource Engineering, Inc., dated November <br />2, 1995. <br /> <br />The existing, and much of the future, water supply for the District is derived from junior <br />diversions from the Big Beaver Creek drainage, in which the District is located. Two <br />augmentation plans were adjudicated in the late 1980's to confinn a reliable legal supply <br />from these sources. See decrees entered in 85CW595 and 86CW015. Under these plans, <br />the District is required to deliver its augmentation water to Mesa Creek at its confluence <br />with Big Beaver Creek. The primary sources of augmentation water consist of (a) various <br />senior irrigation rights on Mesa Creek, and (b) water stored in Robbins Reservoir, located <br />on Big Beaver Creek. <br /> <br />Project Service Area/Site Description <br /> <br />As shown by Exhibit A, the Robbins Reservoir site is located in Mesa County, Colorado <br />at Powderhorn Resort; seven miles South of Mesa, Colorado on Colorado Highway 65 in <br />the Northeast One Quarter of Northwest One Quarter of Section 20, TIIS, R69 West of <br />the 6th P.M. <br /> <br />The project service area is the Powderhorn Metropolitan District's I and II and other <br />properties in the area which may be served. Exhibit A shows the property included in the <br />Powderhorn Metropolitan Districts. <br /> <br />The project service area is located on the Northern plains of the Grand Mesa. The general <br />slope of the site is down to the North with gradients typically ranging from 10 to 30 <br /> <br />6 <br />
