ON I <br /> <br />I NTRODUCT! ON <br /> <br />In the past two (2) years the Kern Reservoir and Ditch Company has had two <br />independent studies conducted relative to the Kern Reservoir in Windsor. In <br />July of 1978 the Corps of Engineers inspected the Kern Dam as part of the <br />National Dam Safety Program. Several recommendations were made at the con- <br />clusion of the inspection, one of which was that "an emergency spillway should <br />be constructed to prevent the overtopping and possible failure of the embankment" <br />in the event of a "maximum flood", In September of 1978, Resource Consultants, <br />Inc. performed a hydrologic invesigation of the Kern Reservoir and its water- <br />shed, Their conclusion was "that a spillway should be designed based on the <br />probably maximum flood of 13,300 cfs and a volume of 3700 acre-feet". <br /> <br />Therefore, keeping in line with the recommendations of the previous reports, <br />the Kern Reservoir and Ditch Company has requeste,j engineering for a prel im- <br />inary spillway design. The preliminary design will provide the Board the <br />necessary information it needs to plan for the emergency spillway construction. <br />
