ON I

I NTRODUCT! ON

In the past two (2) years the Kern Reservoir and Ditch Company has had two
independent studies conducted relative to the Kern Reservoir in Windsor. In
July of 1978 the Corps of Engineers inspected the Kern Dam as part of the
National Dam Safety Program. Several recommendations were made at the con-
clusion of the inspection, one of which was that "an emergency spillway should
be constructed to prevent the overtopping and possible failure of the embankment"
in the event of a "maximum flood", In September of 1978, Resource Consultants,
Inc. performed a hydrologic invesigation of the Kern Reservoir and its water-
shed, Their conclusion was "that a spillway should be designed based on the
probably maximum flood of 13,300 cfs and a volume of 3700 acre-feet".

Therefore, keeping in line with the recommendations of the previous reports,
the Kern Reservoir and Ditch Company has requeste,j engineering for a prel im-
inary spillway design. The preliminary design will provide the Board the
necessary information it needs to plan for the emergency spillway construction.
