CHAPTER II - SUMMIT IRRIGATION COMPANY

History

Water was first diverted for irrigation purposes around 1890
through the Turkey Creek Ditch which utilizes flows from Lost
Canyon Creek and its tributaries. The three reservoirs: Summit,
Puett, and Joe Moore, were initially constructed between 1905 and
1910. Lost Canyon Ditch was constructed around 1913 to divert
additional water to Summit Reservoir.

The Summit Reservoir and Irrigation Company (Summit) was
incorporated in 1907; following the construction of most of the
facilities. The company has been responsible for the facilities
since that t,ime.

Summit Reservoir was enlarged to its present capacity of
about 4800 AF in 1938. The reason for the expansion wa~ of course
more water in July and August. Very little work has been done on
Summit Reservoir since that time.

In the late 1950's Summit Reservoir was again investigated
for possible enlargement. Engineering work showed that enlarge-
ment of Puett Reservoir would be a better option so Puett was
reconstructed and enlarged from 600 AF to about 2300 AF in 1960.
Puett Reservoir is in excellent shape because it is relatively
new. There has not been any major construction on the Summit
system since Puett.

The age of irrigation facilities with the exception of the
Puett Reservoir is beginning to show. Selected small improvements
have been made over the years. The proposed improvementsdescrihed
in this report will be' th'e most extensive' improv:ements to date
that haven't resulted in an increased water supply. The water
supply could be improved, however, if improvements were made to
the diversion'ditches.

Law

The Summit Reservoir and Irrigation Company (Summit) is
incorporated under the laws of the State of Colorado as a not-for-
profit company. The corporation was formed in 1907. The bylaws
were last amended in 1970. Copies of the Articles of Incorpora-
tion and Bylaws are available upon request.

Powers and Authorities

, Summit was formed to deliver water for which it is entitled
through its water rights and'diversion facilities. Summit asses-
ses a yearly levy on the 400 shares of outstanding stock to cover
expenses of operation, maintenance, and replacement of the water
delivery.facilities, and for the payment of claims against the
company.

-7-
