<br />21. '.rhis Agreement shall be executed in three counterparts, <br /> <br /> <br />each of which shall be regarded for all purposes as one original. <br /> <br /> <br />Each Party agrees that it will execute any and all instrumentf>, docu- <br /> <br />ments, resolutions, and ordinances necessary to give e.ffect to -the <br /> <br />terms of this Agreement. <br /> <br />22. This Agreement shall be deemed an exercise of the <br /> <br />powers and authorities granted to the Parties and referred to in <br /> <br />paragraphs A and B above, and none of the Parties shall be deemed a <br /> <br />public utility by reason of the execution and performance of this <br /> <br />Agreement. <br /> <br />23.
