Please see the attached project <br />summary and map. <br /> <br />BackQround <br />The Town of Coal Creek, located in Fremont County, provides water service to its residents within its <br />designated Town limits/service area. The Town receives its water through a master metering <br />arrangement with the City of Florence Regional Water System (Coal Creek provides raw water to <br />Florence and Florence treats the water and returns it to Coal Creek for distribution,) Coal Creek's <br />existing water rights, dated 1884, have not been sufficient to serve the existing water needs of the <br />community in times of drought, specifically during 1977, 1978, and 2002, The Town anticipates that its <br />existing water rights will be called out again in 2003, Coal Creek plans to buy water shares in the Union <br />Ditch (priority date 1861) to supplement its existing supply, <br /> <br />(Note: ewes Policy #8 allows loans solely for the purchase of water rights, if the purchase <br />satisfies an existing need or shortage. A written appraisal or opinion of value supporting the <br />purchase price is required.) <br /> <br />Feasibility Studies <br />Martin and Wood, Water Consultants Inc, has completed an Engineering Report of the Water System <br />Master Plan for the City of Florence Regional Water System, The Report recommends that the Town of <br />Coal Creek acquire additional senior water rights, Based on this report. the Town has completed a <br />feasibility study that includes an assessment of alternatives available to provide additional water for the <br />Town. <br />
