Several technical Task Memoranda were submitted over the <br />course of the Study describing in detail the activities undertaken and conclusions reached as the <br />Study progressed. This report consolidates those memoranda and new material into a single <br />document. <br /> <br />The Study examined the current and future water supply and water-based recreation <br />needs of the Yampa River basin and the potential for establishing a mainstem instream flow <br />water right using a portion of the District's Juniper Project water rights. In this context, the <br />Study evaluated potential water storage opportunities to meet those water needs while <br />preserving a mainstem instream flow regime conducive to the recovery of the endangered <br />Colorado River fishes. A final recommendation was made for development of additional water <br />storage capacity and creation of an instream flow water right. <br /> <br />We wish to express our appreciation for having the opportunity to perform the Study and <br />for the excellent guidance provided by the District's Project Manager, Me. Ray Tenney, and by <br />the Study's Technical Steering Group and Public Advisory Group.
