In a drought year, less
than 1.0 cfs may be available.

Any new water service customer on the Town of New Castle Water Supply System
and Pipeline should be obligated to provide water rights sufficient to augment their
uses and these water rights must also be capable of providing a physical water supply
at the Town's headgate. The Coryell Ditch, first enlargement and the original Connally
Ditch for 1.7 cfs and 1.6 cfs respectively are the only two water rights which can most
certainly provide the necessary water.

Mr. Williams and Castle Valley Ranch have provided the Town with a reliable water
supply for full development of 3300 EOR in Case. No. 83CW373. If the Town
continues to provide water to other developments without obtaining adequate physical
and legal sources of water to meet those needs, the Town may not be able to meet its
obligation to serve Castle Valley Ranch. Mr. Williams is rightfully concerned about the
practice of selling additional water taps without obtaining additional water.

We would welcome an opportunity to discl!sS this matter with you at yourearJiest .
convenience. .

Sincerely,

RCE ENGINEERING, INC.

aul S.
