In a drought year, less <br />than 1.0 cfs may be available. <br /> <br />Any new water service customer on the Town of New Castle Water Supply System <br />and Pipeline should be obligated to provide water rights sufficient to augment their <br />uses and these water rights must also be capable of providing a physical water supply <br />at the Town's headgate. The Coryell Ditch, first enlargement and the original Connally <br />Ditch for 1.7 cfs and 1.6 cfs respectively are the only two water rights which can most <br />certainly provide the necessary water. <br /> <br />Mr. Williams and Castle Valley Ranch have provided the Town with a reliable water <br />supply for full development of 3300 EOR in Case. No. 83CW373. If the Town <br />continues to provide water to other developments without obtaining adequate physical <br />and legal sources of water to meet those needs, the Town may not be able to meet its <br />obligation to serve Castle Valley Ranch.
