Statement of Need for the Project: <br /> <br />1. The Town of New Castle is undertaking this project to allow it to increase its ability to <br />meet water service needs for the current and promised users on the Town's water system.. <br />The current pipeline is undersized and in a state of disrepair and no longer represents a <br />competent means of assuring raw water supply to the Town's water treatment plant. The <br />new pipeline system will provide for a raw water supply system which will meet the <br />Town's current needs as well as into the future. <br /> <br />2. The project is needed because the Town's existing demand on the water system at peak <br />demand in the sunnner months exceeds the Town's ability provide an adequate quantity of <br />water to the Town's users. The current raw water supply pipeline is one of the '''bottle <br />neck's" in the water treatment plants ability to meet demand on the system. Additionally, <br />sections of the raw water pipeline are constructed of low strength plastic irrigation pipe or <br />P .I.P. and are located at or just below ground surmce. Under this configuration, it is <br />highly probable that the line may "freeze" or "break". This pipeline is the only source of <br />raw water to the Town's water system. <br />
