I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

sioning they will be covered with a six inch layer of shotcrete on the upstream
face.

~

The bolts will act to prestress the concrete thus reducing tensional
stresses on the concrete. The proposed orientation of the bolts allows
compression along both the arch and cantilever. In addition, sliding stability
across horizontal construction lifts is increased. The bolts also act to tie
the new shotcrete faces to the existing dam resulting in a composite coherent
load carrying arch. The bolts will be fully embedded on the upstream face but
left exposed on the downstream face so that tension on the bolts may be moni-
tored. Little corrosion was observed in the existing steel in the dam, however,
exposed ends of the bolts will be painted with rust-resistant paint.
Outlets
The proposed dam repair will utilize the existing 24" and 36" diameter
outlets. We do not envision replacement of the pipes, however, the lower outlet
was buried and has not been inspected. Both outlets will be extended upstream
to account for the new 14" thick face and be fitted with gates or valves and
trashracks. Controls will be placed at the dam crest.
Environmental Considerations
As Bluebird Dam is located at 11,000 feet within Rocky Mountain National
Park, environmental considerations during construction are of utmost importance.
The preceding proposed dam repairs were designed with this in mind.
The contractor would be required to instruct his personnel in environmen-
tally sound construction procedures. Representatives of the Engineer will
supervise and monitor construction practice from an environmental viewpoint. We
envision nine to twelve construction personnel and two representatives of the
Engineer will be required at the site. An emergency encampment at the site will
be required for the project duration which is estimated at three months.

-27-
