':

.

.

,.

"

of existing geologic conditions at the proposed portal areas for the tunnel as well as rock
outcrops exposed in the vicinity of the tunnel at approximately the elevation of the proposed
tunnel;

. Evaluate and optimize the possible tunnel alternatives. This evaluation would include an
attempt to optimize the size of the excavated tunnel, the type and diameter of the pipe
lining and the type and placement method for backfill between the pipe lining and the
excavated tunnel. BLI proposed to contact pipe lining vendors as well as tunnel excavation
contractors in order to assist in accomplishing this task;

. Prepare a cost estimate for the proposed optimum tunnel configuration as developed as a
result of the preceding work task;

. Provide a draft report of BLI's conceptual design including drawings and details of the
tunnel, pipe lining and backfill, and the cost estimate;

. Meet in Denver with representatives of the Colorado Water conservation Board and the
Ute Water Conservancy District to present our design and cost estimate and to discuss
possible concerns or modifications based on these discussions; and

. Finalize our studies and prepare the final report,

3.0 COST ESTIMATE

SRK and BLI have prepared separate cost estimates to perform the work described in Section 2.0
of this document. These costs are shown by work task in Tables 1 and 2, The costs for each task are
categorized according to professional fees and reimbursable expenses, The total cost to perform all
of the tasks within the two work categories is estimated to be $26,450,

4.0 Schedule

We have prepared Figures 1 and 2 presenting the proposed schedule for conducting the technical
services identified in the projected Scope of Work. After receiving the notice to proceed, a total
project schedule time of 2 months will be necessary to complete our feasibility study, During the
course of this study, SRK and BLI will provide Ute with preliminary information and draft reports.
At the conclusion of the project, we will meet with Ute to review our findings in detail.

5
