Higbee, being first duly sworn upon oath, state as follows: <br /> <br />1. I am the Secretary and Treasurer of the Lower Arkansas Water <br />Management Association (" LA WMA") . <br /> <br />2. One of my duties as Secretary and Treasurer ofLAWMA is to send <br />membership dues notices and other notices to LAWMA's members and to collect annual <br />membership dues for LAWMA's members. <br /> <br />3. In December of 1995, I sent membership applications to all existing <br />members of LA WMA in the form attached as Attachment 1. All new members of LA WMA <br />taken since that time have been required to sign a new member application in the form as <br />attached as Attachment 2. The membership forms included commitment statements which are <br />required by SB96-I24, Section 1 (4) . <br /> <br />4. As of May 22,]997, I have signed commitments from all ofLAWMA's <br /> <br />members. <br /> <br /> <br />DONALD F.
