<br />. <br /> <br />. <br /> <br />7) Implemented a long-term public education campaign that includes public meetings, field <br />tours, news articles, and viewing of an education video produced by the Alamosa River <br />Watershed Project in 1997; <br /> <br />8) Hired a consultant (Dave Rosgen of Wildland Hydrology) to prepare a conceptual plan for <br />restoring the river in the project area (completed in March 1999); and <br /> <br />9) Worked with Dave Rosgen to prioritize badly damaged sections of the river. <br /> <br />COORDINATION WITH OTHER PROGRAMS <br /> <br />The NRCS has several programs available, including EQUIP, WRP, and the WHIP programs. <br />Several landowners and ditch companies are currently involved in these cost! share conservation <br />programs. The Colorado State University Cooperative Extension is currently involved in pasture <br />management with local livestock owners. <br /> <br />The North American Wetland Conservation Act (NA WCA) has expressed an interest in the project <br />to build fences to protect the riparian area. This will enhance the habitat for song birds and water <br />fowl. The Alamosa RiverkeeperR are monitoring house wells for water quality and water table <br />changes. <br /> <br />SIMILAR ACTIVITIES IN THE WATERSHED <br /> <br />In light of the catastrophes that have plagued the Alamosa River watershed, namely channel <br />straightening in the early 1970's and Summitville in the late 1980's, the grass roots activism <br />within the community did not back away from the challenge. The ARWRP Committee that <br />formed in 1995 is determined now, more than ever, to bring the project through to completion. <br />This organization's ability to draw support for its restoration design from many different local, <br />state and federal agencies should become a model for other river restoration efforts. <br /> <br />SAMPLING AND ANALYSIS DESIGN <br /> <br />Sampling and analysis will be done according to the "Sampling and Analysis Plan" from the <br />Nonpoint Source Program. Exact sampling protocols will be evaluated with the help of technical <br />personnel from state, federal, and local agencies. <br /> <br />Monitoring efforts will be conducted in concert with the NRCS, Alamosa-La lara Water <br />Conservancy District, and the Alamosa River Watershed Restoration Project. The U.S. Geological <br />Survey may also participate in monitoring and evaluation. Data will be stored at the NRCS in La <br />lara and will be available to both project participants and the public. Monitoring data such as <br />survey profiles and vegetation types will be used to produce map overlays of the project area. <br /> <br />QUALITY ASSURANCE PROJECT PLAN <br /> <br />Page -22- <br />
