<br />I <br /> <br />I <br /> <br />policy that discourages development that would convert to other uses prime, <br />unique or other agricultural lands of statewide or local importance. It <br />also adheres to the policy of fostering clustered, compact development and <br />avoids diffused, low density development. <br /> <br />I <br /> <br />I <br /> <br />The developed service area and the planned development through 1981 is <br />shown on the project map, Figure I-D. The entire Ridges Metropolitan Dis- <br />trict service area is shown on the Conceptual Land Use Plan, Figure 3-B. <br />Minor modifications are being made as the area is developed by phases but <br />the general intent and distribution of land use designations of the master <br />plan are being followed. <br /> <br />I <br /> <br />D. Population and Development <br /> <br />I <br /> <br />Normally, the period of design for water and sewerage projects is twenty <br />years hence and the population is estimated for this future date. In this <br />District, the facilities will be designed for the ultimate population because <br />it is believed that the presence of water and sewerage facilities in this <br />area will precipitate a growth which will occupy nearly every lot in the <br />District within twelve years. <br /> <br />I <br /> <br />I <br /> <br />Development of the service area began in the northeast corner and is pro- <br />ceeding south and westerly, generally in accordance with Table 3-a. <br /> <br />I <br /> <br />The service area is zoned for an overall density of four dwelling units per <br />acre. As presently proposed, the overall density is around 3.9 dwelling <br />units per acre or a total of 3000 units. The project will contain approxi- <br />mately 1450 multi-family units (condominiums, townhouses and apartments) <br />with densities ranging from 6 to 50 units per acre, and 1550 single family <br />residences in the 3 to 5 units per acre density range. Approximately 200 <br />acres (25%) of the project will be designated open space. Based on an aver- <br />age of three and one-half persons per dwelling unit, the ultimate population <br />serviced by the District will be 10,500 persons. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />E. <br /> <br />Land Ownership <br /> <br />I <br /> <br />Table 3-b reflects land ownership in the area effective August 1980. This <br />indicates in part that the development is proceeding as planned and that the <br />irrigation system will be required to provide water in order for development <br />to progress.
