The board also has the power to prescribe <br />and enforce rules and regulations for connection with or disconnection <br />from the properties of the facilities of the district. <br /> <br />C. <br /> <br />Financial Status <br /> <br />I <br /> <br />The Maxfield, Miller, Brinegar and Company Audit Report for 1978 and 1979 <br />is included as Appendix A. <br /> <br />I <br /> <br />D. <br /> <br />Physical Assets <br /> <br />I <br /> <br />1. General. Physical assets of the Ridges Metropolitan District can best <br />be summarized by the value of capital improvements on December 31, 1979 and <br />the construction in progress at that time, which will be recognized as capi- <br />tal improvements when completed. Physical assets will be categorized as <br />sanitary sewers, domestic water, irrigation water, and recreational facili- <br />.ties. The value of these is indicated in Table 2-a. <br /> <br />I <br /> <br />I <br /> <br />Table 2-b represents the conceptual plan for development. Although values <br />do not totally relate because of inflation factors, a comparison of values <br />does indicate that development is on or ahead of schedule. The soundness <br />of the financial program will be illustrated elsewhere. The 816 acres comprising the designated service area is <br />divided by a ridge line into two major drainage areas. The smaller of the <br />two is the Red Canyon drainage, which consists of about 170 acres on the west <br />end of the service area. The remaining acreage drains to the northeast cor- <br />ner of the property as shown on the sanitary sewer plan. <br /> <br />I <br /> <br />I <br /> <br />The east drainage area is connected by force main to the city of Grand <br />Junction Sewage Treatment System as approved by the State Health Department. <br />The Grand Junction area Facilities Plan is in accordance with State and Fed- <br />eral regulations. A copy of the. adopted plan showing the proposed service <br />area is available if desired. <br /> <br />I <br /> <br />I <br /> <br />It is intended to pump sewage generated in the Red Canyon drainage into the <br />northeast drainage to eliminate the need for a double outfall line. It is <br />possible that future surrounding development may necessitate extending the <br />Red Canyon interceptor as far south as the Ridges Metropolitan District, at <br />which time the lift station could be abandoned.
