<br />Selected Alternative <br /> <br />I <br />I <br />I <br />I <br />I <br />,I <br />I <br />'I <br />I <br />I <br />J <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />In view of the above discussion, alternative 3, reconstruction, is recommended as the most <br />feasible and most cost-effective of the options available. This alternative is the least-cost and <br />the fastest track alternative in terms of overall investment. Additionally, the details of the <br />reconstruction have been discussed at a public meeting of the St. V rain Water Users <br />Association in September, 1996. Construction will take place during the low flow period in <br />the last half of 1996 and early 1997. <br /> <br />Impacts and Permitting <br /> <br />For the recommended reconstruction alternative, the U.S. Army Corps of Engineers has <br />. agreed to a national 404 permit for the work. The dam structure would be less than the <br />regulatory ten (10) feet in height, therefore exempt from regulatory control by the state. Some <br />input from the Colorado Division of Wildlife (fisheries) and the U.S. Fish and Wildlife <br />Service (USFWS) may be necessary, but this should be minimal since a structure has existed at <br />the site for many years. Impacts on the narrow floodplain in the canyon due to flood waters <br />would be relatively unchanged. Some review by the Colorado State Division of Highways <br />prior to construction may be required to address construction traffic control and structural <br />safety concerns. No environmental assessment (EA) is anticipated for the proposed <br />alternative. <br /> <br />Conceptual Review by the CWCB <br /> <br />The project has had an informal review by the Colorado Water Conservation Board (CWCB), <br />It has received preliminary approval for inclusion on the list to receive project funding. As <br />one condition of this approval, the Town shall install a stilling well at the structure site to <br />enable flow measurement. This capability is included in the design effort. <br /> <br />Conceptual Cost of the Proposed Proiect <br /> <br />A conceptual cost of the recommended reconstruction was developed. The cost is called an <br />order-oj-magnitude estimate and is conceptual because it is generated from cost data on similar <br />projects, without benefit of fixed scope or preliminary design. Conceptual cost estimates <br />generally have an expected accuracy of + 50% to -30%, The estimate of cost is shown in <br />Table 3. <br /> <br />Financial Impacts and Considerations <br /> <br />Regarding general background of the water user population, the community is in a growth <br />cycle. Several new subdivisions are under development as noted in Chapter 2. Mean <br />household income (MHI) in the Lyons service area, as determined by the U, S. Census <br />Bureau, was $25,625 in 1989, This may rise since the price of housing is rising rapidly. In <br />1990, 101 of 1223 persons, about 8,3 percent, were determined to be below the poverty level. <br />Current cost of water and sewer service are below rates in some local communities, The <br />
