Replacement credits exceed consumptive use because of lagged return flows. The difference <br /> <br /> <br />between the two values, 113 acre-feet, is the estimated winter return flow obligation. <br /> <br />Due to the uncertainty of negotiating an agreement with FMIC to utilize one of their augmentation <br /> <br /> <br />stations to run Robinson Ditch diversion water, it was assumed that a new augmentation station would <br /> <br /> <br />have to be built. A cost of $15,000 was estimated for the construction of a new augmentation station. <br /> <br /> <br />O&M costs to run water through a new augmentation station were assumed to be $2,500 per year for <br /> <br /> <br />a part time superintendent to operate and maintain the headgate and augmentation station. The <br /> <br /> <br />annual O&M cost converted to a present worth cost, assuming a 40-year project life and three percent <br /> <br /> <br />discount rate, is about $57,800. <br /> <br />The annual cost to lease 113 acre-feet of water to replace Robinson Ditch winter return flow <br /> <br /> <br />obligations, assuming SECWCD reusable water at $9.20 per acre-foot is used as the replacement <br /> <br /> <br />source, is $1,039.60. The present worth cost of the leased water, assuming a 40-year project life and <br /> <br /> <br />three percent discount rate, is about $24,000. <br /> <br />Since the Robinson Ditch has already been decreed for augmentation use, it was assumed that <br /> <br /> <br />engineering and legal costs to use the water by AGUA, would be about half of the costs of the other <br /> <br /> <br />alternative water rights or $50,000. We suggest that AGUA seek legal counsel advice as to the direct <br /> <br /> <br />use of Robinson Ditch water as a replacement source based on the decreed terms and conditions in <br /> <br /> <br />Case No. 86CW31. <br /> <br />Total costs associated with the purchase of the Robinson Ditch were estimated at $946,800, and are <br />broken down as follows: <br /> <br /> Present Value <br />Purchase Price $800,000 <br />Annual O&M $57,800 <br />Augmentation Station $15,000 <br />Leased Winter Return Flow Water $24,000 <br />Engineering and Legal Fees for Change of Use $50,000 <br />Total $946,800 <br /> <br />-37- <br />
