The Augmentation Water Fee is $6.44 for the actual lease of
augmentation water, which is slightly less than the actual cost in 1997 because of a carryover of funds
from 1996. The Acquisition Reserve provides funds for the future purchase of water rights including
associated engineering and legal expenses. Appendix D contains a copy of the 1997 Application and
Membership Agreement. The agreement sets forth the fees and administrative costs of membership, as
well as the responsibilities of members.

Appendix E contains financial reports covering the period January through September 1996, Appendix
F contains a budget analysis for December 1996 through November 1997, and Appendix G contains
a draft budget for December 1997 through November 1998.

-4-

~
