<br />. <br /> <br />Collateral: As security for the CWCS loan, the WDC can pledge assessment income, the <br />project structures, and a certificate of deposit equivalent to one annual payment. <br /> <br />Economic Analysis <br /> <br />If the project is not completed and the ditch fails during the irrigation season, the entire annual <br />production of lands in the 390-acre service area could be lost. The average net yield per acre <br />with water is estimated at $60, compared to a net yield of $25 as dry land. This results in a one- <br />time loss of $35/acre x 390 acres = $13,650. This loss would continue each year until the <br />diversion was repaired or replaced (an additional cost of $162,750.) A major benefit of the <br />project is avoiding the economic crop loss associated with a sudden failure of the diversion. <br /> <br />Social and Physical Impacts <br /> <br />The project will have no significant social impacts, since it will assure the continued operation of <br />a currently existing irrigation system. The project will have minor physical impacts, once <br />construction is complete. The new pipeline structure will be in the same location as the existing <br />ditch, and will be buried. <br /> <br />. <br /> <br />Conclusions <br /> <br />1. The Woodchuck Ditch Company is an incorporated entity in the State of Colorado with the <br />ability to enter into a contract with the CWCS for the purpose of obtaining a Construction <br />Fund loan. <br /> <br />2. Rights-of Way easements are adequate for the construction of this project. <br /> <br />3. The project would provide for the continued delivery of irrigation water to share holders, <br /> <br />4. The total estimated cost ofthe proj ect is $165,750 and this will be financed, in part, by in- <br />kind services from the NRCS for engineering, and by two grants. (The NRCS and the <br />UYWCD will contribute a total of $11 0,000 for construction.) The WDC is applying for a <br />$40,000 Small Project loan from the CWCB Construction Fund to cover their 25% cost <br />share. <br /> <br />5. Woodchuck Ditch Company is eligible for a Small Project loan from the CWCB <br />Construction Fund because their ditch has been damaged by a landslide and can not be used <br />to deliver water unless repairs are completed in spring 2000. (Delaying the project until <br />summer or fall 2001 will result in undue hardship on the borrower.) <br /> <br />Opinion of Feasibility <br /> <br />.
