. Project Description and Alternatives

The purpose of this project is to provide a means for the WDC to continue providing irrigation
water to shareholders while minimizing the occurrence of future failures of their ditch. Four
alternatives were considered:

1, The no-action alternative.
2. Reconstruct the ditch out of earth.
3. Reconstruct the ditch in a pipeline.
4. Reconstruct the ditch in a pipeline tied to bedrock.

Alternative No. 1 was considered unacceptable since it means the WDC could not deliver
water to its shareholders,

Alternative NO.2 was ruled out because this alternative has not been successful in the past.

Alternative No.3 was ruled out because any further rnovement of the slide mass would deflect
and rupture the new line.

.

Alternative No.4 was selected, since it is considered to be the least costly reliable approach,

The selected alternative, Alternative No.4, involves construction of 400 feet of 36" diarneter
heavy wall steel pipe anchored with :y." wire rope into bedrock. Excavation of approximately
8000 cubic yards, with blasting into bedrock, will be necessary for pipe placernent. The project
also includes installation of interceptor drains, followed by back-fill with compacted soil to
restore the approximate slope grade.

The Routt County Office of the Natural Resources Conservation Service (NRCS) has prepared
engineering designs and a cost estirnate. The plans are attached in the back pocket of this
study and the cost estimate is included in Appendix D. The estirnated cost of the completed
project is $162,750 as summarized in Table 2,

Table 2.
