<br />. <br /> <br />SECTION I <br />INTRODUCTION <br /> <br />SITE <br /> <br />Allenspark, located in Boulder County near Lyons, is an older Colorado <br />mountain recreational community. The Allenspark community is unincorp- <br />orated. It is in the Roosevelt National Forest and adjacent to Rocky <br />Mountain National Park. Allenspark is in the Upper Willow Creek basin; <br />neighboring Ferncliff is at the confluence of Willow and Rock Creeks, <br />both of which are tributary to the North St. Vrain. The area is 20 miles <br />west of Lyons and 13 miles south of Estes Park, on Colorado Highway 7. <br />This highway has been improved and provides excellent all-weather access. <br /> <br />Drawing 1-1 is a regional map, illustrating the Allenspark area of Boulder <br />County. <br /> <br />, <br /> <br />BACKGROUND <br />Development has occurred gradually, and without the availability of muni- <br />cipal type sewer or water systems. There are several small common water <br />systems serving groups of houses during the summer months. These were <br />basically necessitated by the lack of local ground water (private wells). <br />Sewage disposal is now all by individual septic tank type facilities. Since <br />the Town is not ,incorporated, a water and s;lnitation district was formed <br />in January of 1973 inorder.to allo\'l.the residents to eventual ly' construct <br />a community water system, <br /> <br />Recognizing the need for reliable a~d safe water and sewer systems, the com- <br />munity had previously investigated the feasibility of constructing these <br />uti 1 ities. In 1962 a prel iminary report on water faci 1 ities was prepared <br />by the Longs Peak Engineering Compa~Y. An older map (undated) for the <br />"Allenspark Water and Sanitation District," was prepared by Damon Runyon, <br />Consulting Engineers. In 1971 a service plan was written for District <br />formation by Wright-McLaughlin Engi~eers. <br /> <br />= <br />
