<br />IV-7 <br /> <br />, <br /> <br />Minimum stream flows would occur during the winter months and peak flows <br />would occur during the spring snowmelt runoff period. During some cold <br />winters, it is possible that flow might cease completely for short periods. <br /> <br />RECOMMENDATIDN ON WATER RESOURCES <br /> <br />If the Proposed project does move into the implementation state, we recommend: <br />* Retain a qualified water attorney to advise on legal questions and con- <br />straints. A new municipal water right should be applied for immediately <br />in both the Rock and Willow Creek Basins. <br />* As soon as the necessary finances become available, the Speer Water Line Right <br />should be acquired for use by the District. The full 0.4 CFS of this <br />, <br />right should be protected for potential future use. <br />* Prepare a detailed hydrological water right analysis for the St. Vrain <br />Creek and the South Platte River to the State Line to determine downstream <br />water demand in respect to time and location. <br />* Downstream senior direct flow water rights and storage rights should be <br />examined for potential acquisition. The direct flow water right should <br />have an appropriation date in the 1860's and an adjudication in lH82 <br />(first adjudication). For the pre.ent water demands with a central <br />sewage collection system, the rate of flow should be about 0.25 cfs, <br />assuming 60% can be transferred. If a septic system continues to be <br />used, the direct flow amount could increase to about 0.50 cfs in combin- <br />ation with about 10 af of firm winter storage release water. The direct <br />flow and storage water requirement, could eventually be either larger <br />or smaller, dependent upon an analysis of the return flow characteristics <br />of the septic systems. All these values will be proportionately higher <br />with population growth. In the transfer proceedings flexibility should <br />be maintained so that varying direct flow amounts may be diverted depending <br />upon the type of wastewater manage~ent system employed. <br />* Monitor and be prepared to protest any petitions to expand the usage or <br />transfer senior water rights to Willow Creek by any other entities. <br />* Install at least one flow measuring weir on Willow Creek to be maintained <br />through the winter. Readings should be made at least once weekly. <br />* Implement other aspects of the water resources strategy. <br />
