<br />, <br /> <br />IV-5 <br /> <br />, <br /> <br />If a central sewage collection system is built at some point in the near <br /> <br /> <br />future to permit return of all sewage to the stream, the' District's attorney <br /> <br /> <br />may be of the opinion that no senior water rights would be necessary in <br /> <br /> <br />the winter time under the "futi Ie call" theory. This would not be tnJe of the <br /> <br /> <br />summer time because of the water consumption associated with the expected <br /> <br />landscape irrigation, although presumably quite small in Allenspark. With a central <br /> <br /> <br />sewage system, the winter use of water could possibly be covered with a 1974 <br /> <br /> <br />water right. If septic systems, or other individual wastewater disposal <br /> <br /> <br />systems are continued, however, this would most likely not be the case due <br /> <br /> <br />to the water losses associated with such systems. In this case, it would <br /> <br /> <br />be necessary to either develop or purchase storage water for release during <br /> <br /> <br />the winter period for water rights purposes. The cost estimates presented <br /> <br /> <br />later in this report assume that a central sewage system will not be con- <br /> <br /> <br />structed at least for a number of years. <br /> <br />PHYSICAL SUPPLY <br /> <br />At present, Allenspark obtains its municipal water supply from Willow Creek <br />which has its headwaters on Meadow Mountain to the northwest in Rocky <br />Mountain National Park. Willow Creek runs through Allenspark and on to <br />Ferncliff where it joins with Rock Creek a tributary of North St. Vrain Creek. <br />The Allenspark area receives sl ightlY over 2D" of precipitation annually <br />with about 1/2 in the form of snow. <br /> <br />The present and future water demand has been determined to be: <br /> <br />Existing Conditions <br />Ultimate Conditions <br />*GPD - gallons per day <br />GPM - gallons per minute <br /> <br />S'lJllmer <br />GPD <br />70,000 (48.4 gpm) <br />200,000 (139 gpm) <br /> <br />Winter <br />GPD <br /> <br />15,000 (10.3 gpm) <br />53,000 (41.7 gpm) <br /> <br />Although the above demand is not large, it must be related to the physical <br />supply to assure that enough water i$ in the stream to bediverted. With <br />this in mind, we have examined the willow Creek and Rock Creek basins. <br />It is anticipated that Willow Creek will continue to be used as the main <br />water source, but that as the area grOws, a diversion from Rock Creek will <br />
