Residents now obtain water <br />primarily from several pipeline systems using Willow Creek as a source. Nearly <br />all are small steel pipe, lying near the surface and operating in the summer only. <br />Rock outcrops and a cold climate have frustrated the few customer attempts to <br />finance new facilities. <br /> <br />The Allenspark Water and Sanitation District was formed in 1973 as the legal body <br />empowered to plan, finance, construct and operate the central water system. In <br />order to incur indebtedness and to initially construct the new system, an addi- <br />tional election will be required (opinion of the District's attorneys, Mr. <br />Honnaker and Wilson and Lamm) , <br /> <br />At the time of inventory, there were 117 residences, or other type buildings being <br />used which would be potential customers, Assuming that full time customers have <br />a cost to serve about 1.25 times seasonal customers, there are approximately 133 <br />existing seasonal single family residential or equivalent (EQR) in Allenspark. <br />Future development and possible integration of the system with the neighboring <br />developments have been considered; system expansion is not practical at this time, <br />
