Articles of Incorporation
and Bylaws are included in Appendix A. All stock in the CCWC is
owned by S Bar C Farms. Ownership information is included in
Appendix B.

The companyts facilitiest built over the past 80 yearst are
located in the San Luis Valley in south central Colorado
approximately 11 miles northeast of Moffat. They consist of a
headgate structure to divert water from Cotton Creekt a turbulent
fountain/pipeline system for center pivots and approximately 10
miles of earthen ditches.

,

Water was originally delivered from the mouth of Cotton Creek
Canyon to the service area (a distance of about 3 miles) by the
Airline Ditcht which operated from about 1916 to 1936. The
Airline consisted of a sheet metal flume suspended from
fenceposts. Because of the steep gradet and the high velocity of
the watert the Airline suffered frequent breakdownst and was
eventually abandoned. It was replaced by the Cotton Creek Ditcht
which ran parallel to the Airlinet and consisted of an unlined
earth ditch. The Cotton Creek Ditch was later abandoned because
of severe seepage lossest and the Cotton Creek water right was
allowed to remain in the natural channel of Cotton Creekt to be
diverted at the Hoffman Neidhardt headgate instead.
(See Mapt page 3.)

Project Service Area

The CCWC diverts water from Cotton Creek to one shareholder
(8 Bar C Farms) for irrigation of approximately 1600 acrest ln
Saguache County. This area consists of 14 quarter sections which
are irrigated with center pivot sprinklerst averaging about 115
acres per pivot. Irrigated crops include alfalfa and small
grains. The Map on page 3 shows the CCWC service areat the
irrigation area for the S Bar C Farmst and the project location.

Need for the Project

CCWC is undertaking this project so that it can provide
irrigation water to its shareholder in low water years. The
alluvial fan at the mouth of the canyon is approximately 3 miles
long and is composed largely of boulders and cobble with earth
admixed.
