<br />I <br /> <br />I <br /> <br />Cotton Creek Water Company <br /> <br />I <br /> <br />Anne Silver Philleo, President <br /> <br />John Mattingly, Manager <br /> <br />I <br /> <br />24299 Road 62 <br />Moffat, CO 81143-9729 <br />(719) 256 4119 <br /> <br />I <br /> <br />February 20, 1992 <br /> <br />I <br /> <br />Dear Stockholders, <br /> <br />I <br /> <br />Cotton Creek Water Company now has been operated for many years <br />without substantial work being done to its delivery system. <br />Primary and lateral ditches, the Reservoir, and the main diversion <br />structure all need repair or improvement. During the period that <br />Travelers Insurance Company was the major stockholder, nothing was <br />done to the system; it simply was used and some cases, abused. <br /> <br />I <br /> <br />I <br /> <br />When I became manager of the company in 1988, the successor major <br />stockholder, Cotton Creek Ranch, Inc. and later the Elizabeth B. <br />Silver Trust, authorized me to begin repairing and improving the <br />Cotton Creek Water Company system. Since that time we have spent <br />in excess 'of $45,000 to clean and stabilize upper reaches of the <br />Creek, build a protective flood overflow structure, remove silt <br />from the Reservoir, install n€w outlet works from the Reservoir, <br />and commence work on the lateral ditches. Though our efforts have <br />made the system more manageable, much remains to be done. <br /> <br />I <br /> <br />I <br /> <br />In the next three years, the Company should accomplish the <br />following major projects: <br /> <br />I <br /> <br />I <br /> <br />(1) Install a flow meter with a recording tape in the diversion structure at <br />the mouth of Cotton Creek Canyon. This will allow a record to be kept of the <br />Creek flow rates. The record will assist in the administration of the <br />Company's water rights. <br />(2) Rip-rap the out-take on the upper flood overflow structure and remove all <br />phreatophytes from the out-take reach of the Creek. <br />(3) Alter to the south the Creek channel at the Road CC crossing to decrease <br />the chance of overflow to the west. <br />(4) Remove all phreatophytes from the main west lateral leading into the <br />Reservoir and replace with a stable earthen ditch. <br />(5) Increase the height of the earthen headwall at the entry to the Cotton <br />Creek Ranch filtration ponds. <br />(6) Rebuild the main south lateral to a carrying capacity of 20 <br />cfs and feed the lateral into a small regulating pond, at the north edge of <br />Section 34. <br />(7) Enlarge and seal the Reservoir. <br />(8) Remove the old concrete ditches that lay to the south and west of the <br />Reservoir and replace with stable earthen ditches. The removed concrete and <br />dirt to be moved directly to the upstream slope of the Reservoir for rip-rap. <br />(9) Develop a flood plan with Saguache County. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />
