In accordance with eWeB policy. the costs of <br />walefrights acquisition are eligible for a eWeB loan if the purchase satisfies an existing watcrnecd <br />or shortage. The report sections below document the District's water supply plan and system. the <br />existing need for water rights. and the adequacy of the proposed rights to meet that need. In addition, <br />information is provided regarding the appraisal of the water rights and associated value of the water <br />rights. The study sections follow the general format discussed v"ith the CWCS staff and outlined <br />in the CWCll's Guidelines for Financial Assistance. <br /> <br />To complete this study we relied on infomlation developed in previous Bishop.Brogden Associates, <br />Inc. (BBA) studies of the surface and ground water resources of the area, infom13tion provided by <br />the Vidler Water Company', and studies completed by the Sear-Brown Group (SSG). particularly <br />their 1998 report: East Dillon Water District Water System Master Plan. In addition, we relied on <br />information available in the public record and in our files, as \I.tell as our general knovt'ledge of\\'ater <br />rights and \vater supply plans in this vicinity. Contributions were also provided by Rick FendeL of <br />Petrock & Fende!. and Bob Polich, of !\lountain Systems. <br /> <br />Study Objcctin <br /> <br />This study provides information regarding the acquisition of water rights required to support the <br />existing needs of the East Dillon Water District (District). The Dislrict, which is located in Summit <br />County, upstream of Dillon Reservoir, was formed in 1969 and provides water supply services to <br />residents within its service area. sho\\Tl in Figures 1 and 2 (SBG, 1998). The District currently <br />obtains \vater from up to ten wells in accordance with a 1983 agreement \\;th Vidler Tunnel Water <br />Company. now called Vidler Water Company (Vidlcr).
