<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />'I <br />I <br />I <br />I <br /> <br />system is shown on Figure 11-3, The upper portion receives water from Overland <br />Reservoir located on an upstream tributary in the Muddy Creek basin, and conveys <br />the water in a generally southwest direction to the Cow Creek tributary of Leroux <br />Creek, a distance of around 20 canal miles. Along its course, Upper Overland <br />Ditch intercepts Hubbard and Terror Creeks, from which the ditch company has a <br />right to withdraw water to augment the principal supply from Overland Reservoir. <br /> <br />After being discharged into Cow Creek, the water of Overland Ditch flows in the <br />Cow Creek channel and then to Leroux Creek until reaching Lower Overland Ditch, <br />which conveys the water to Redlands Mesa, For quite a few years, the Overland <br />Ditch system has needed rehabilitation to function as designed, mainly because <br />settlement of a segment of Overland Dam reduced the storage capacity in <br />Overland Reservoir. Before the on-going rehabilitation and improvement, approxi- <br />mately half of the irrigable land in the service area (Redlands Mesa) is being <br />irrigated, Additional land on Redlands Mesa will be irrigated after the system has <br />been rehabilitated. <br /> <br />Within the project area are several small communities including the main town of <br />Cedaredge. Further down the road is the incorporated area of Orchard City which <br />includes the towns of Eckert, Corey and Austin, The census of 1980 reported 1,181t <br />living in Cedaredge and 1,911t within the incorporated limits of Orchard City, The <br />communities of Delta, Hotchkiss and Paonia are within five miles of the area's <br />southern border. About 95 pecent of the homes in the area receive domestic piped <br />water from systems operated by Cedaredge with some water from the Upper <br />Surface Creek Water Users Association, Orchard City, and Colby. The water <br />supply available in 1973 was 2,800 acre-feet annually, This supply is obtained <br />under decreed rights for 6.5 second-feet from springs on the south slope of Grand <br />Mesa and only I second-foot from Surface Creek flows. Presently, it is estimated <br />that in the area, domestic water use averages 2,600 acre-feet a year. <br /> <br />Section 2: Climatic Conditions Affecting the Study Area <br /> <br />The Tongue Creek basin and the neighboring basins of Leroux Creek and the <br />Overland Ditch are located on the southern slopes of Grand Mesa, This high <br /> <br />II-3 <br />
