The excess spring runoff cannot be captured for beneficial <br />use in late season due to lack of storage capacity, The irrigation water shortages <br />are aggravated by the fact that most of the shortages occur late in the irrigation <br />season when steady water applications are required to sustain crop growth, Under <br />the existing condition, the irrigators in the project area tend to apply large <br />amounts of water to their lands early in the irrigation season in an attempt to <br />partially offset late season shortage. As a result, excessive application of water is <br />utilized in the beginning of the irrigation season when the runoff in the streams is <br />high. <br /> <br />Therefore, according to the consultant, the solution is to increase the use of the <br />available water sources by providing additional storage facilities in the system and <br />improving the overall management of the land and water resources, so that <br />shortages occurring later would be reduced, <br /> <br />-2- <br />
