This period contains the <br />low flow years of 1954 and 1977 as well as the high flow years of <br />1957 and 1962. <br /> <br />From the above it should be apparent that the physical availability <br />of streamflows at the water system intake will not be a controlling <br />factor. For the same reasons the maintaining of minimum levels of <br />instream flows to protect the natural environment will also not be <br />a limiting factor. However, the West Divide Project water rights <br />discussed in a subsequent section of this chapter are junior in priority <br />to major existing diversions downstream of Cameo and to a number of <br />major conditional water rights located both upstream and downstream of <br />Rifle. The senior rights could pre-empt the legal ability of the <br />proposed South Rifle Division to divert from the river under the trans- <br />ferred West Divide Project water right, Therefore, the West Divide <br />District will obtain supplemental supplies from existing federal <br />storage reservoirs upstream. <br /> <br />In previous investigations of the West Divide Project made by The <br />David E. Fleming Company for the West Divide Water Conservancy District <br />and the Colorado River Water Conservation District, operation of the <br />Colorado River basin, exclusive of the Gunnison River, under future <br />conditions of development was simulated using the proprietary CORSIM <br />II computer program. Table IV-6 lists the amounts of water which would <br />be available to a 185 cfs West Divide Project direct diversion right <br />from the Crystal River at Placita. These values were obtained from <br />the CORSIM simulation for a realistic ultimate level of development <br />of the basin. <br /> <br />IV-8 <br />
