A 1,0 mgd water supply system diverting water from the <br />Colorado River under a portion of the West Divide Project <br />water rights transferred to the water system intake would <br />be able to provide an adequate potable water supply for <br />the South Rifle Division through 1990. After 1990 it is <br />expected that further expansion in the area would be <br />supplied water from the West Divide Project. <br /> <br />6. At such times that water could not be diverted from the <br />Colorado River under the West Divide Project water rights, <br />waters could be purchased from storage in Green Mountain <br />or Ruedi Reservoirs. The average amount estimated to be <br />required from storage at the 1990 level of development <br />would be 83 acre-feet per year, <br /> <br />7. The estimated total capital cost of a 1.0 mgd first stage <br />water supply system for the South Rifle Division would be <br />$1,460,000 at late 1981 prices. <br /> <br />8. West Divide should furnish waters to existing or new entities <br />which will serve as distributors in the area. Repayment <br />of the construction loans and the costs of operating and <br />maintaining the South Rifle Division water system could be <br />made from West Divide's revenues. It is recommended that <br />payments in lieu of tap fees amounting to $900 per resi- <br />dential dwelling unit and a lump sum of $385,000 from the <br />Souths ide Center be collected from such distributors in <br />order to recapture West Divide's cost. Monthly service <br />charges would be $12.50 per tap for the first 7,500 gallons <br />of water or less, $0.75 per 1,000 gallons for the next <br />5,000 gallons and $1.75 per 1,000 gallons for use in excess <br />of 12,500 gallons. <br /> <br />- 6 - <br />
