"

.

.

...

June 18, 1975

Mr. Morton W. Bittinger
M. W. Bittinger and Associates, Inc.
P. O. Box Q
Fort Collins, Colorado 80522

Dear Mr. Bittinger:

Thank you very much for the preliminary report for "Morgan
County Quality Water District Water Supply and Distribution System
Feasibility Study."

We have reviewed it and we have the following . comments to

make:

1. A project summary, i.e., a brief resume of the contents
of the feasibility report is not included in the report as required
by If, "Prefacing material - Project Summary" of Colorado Water
Conservation Board (CWCB) Guidelines.

2. Project map. It would be preferable to show the proposed
project features such as pipelines, etc., in colors. Then they would
be easier to read and one would not "get lost" in a lot of unnecessary
detail of the same intensity as the salient details. This is in
accordance with 2a of CWCB Guidelines. Locations of valves should
also be shown.

3. Financial status. More details establishing the 24
million dollars assessed valuation would be helpful.

4. Page 5, second paragraph, first line, eighth word should
be "proposed".

5. On page 5 of the report more details should be given of
the present water requirements. Conclusions should also be drawn. The
figure of 20,000 gal/mo/tap a ppears a little vague. Please elaborate
because in the table this figure appears low. .
