I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

CONCLUSIONS AND RECOMMENDATIONS

A. CONCLUSIONS
The purpose of the Harper L~ke and Louisville Reservoir Feasibility
Study was to evaluate the feasibility of developing additional raw water
storage for the City of Louisville. The study was based on the guidelines
of the Colorado Water Conservation Board for preparation of feasibility
reports and other specific requirements of the City of Louisville. Based
on the results of the study, the following conclusions are presented.
1. Winter demands by the City of Louisville will exceed the
available winter supply (provided by Louisville Reservoir)
by the winter of 1984-85. The maximum available water supply
is approximately 420 acre-feet, which assumes that Louisville
Reservoir is full as of November 1st of any given year. According
to the 1978 agreement with FRICO, winter releases of water
stored by contract in M~rshal1 Lake will be possible once
the proposed pipeline from Marshall Lake to the proposed water
treatment plant near U.S. Highway 36 is constructed sometime
in 1984. However, Marshall Lake cannot be considered as a dependable
winter water supply until such time as a new agreement with
FRICO is reached which will allow the City to make winter releases
of its water stored from ownership of shares in the Marshall
Lake Division. The current by-laws of FRICO do not allow releases
of shareholder's water outside of the irrigation season.
2. Additional storage space downstream of Marshall Lake is necessary
to capture any City water spilled from Marshall Lake under the
terms of the City's agreement with FRICO dated November 15, 1978
and to optimize the transfer of the City's direct flow water rights
to storage when incremental storage space is not available in
Marshall Lake.

xii
