CONCLUSIONS <br />The purpose of the Harper L~ke and Louisville Reservoir Feasibility <br />Study was to evaluate the feasibility of developing additional raw water <br />storage for the City of Louisville. The study was based on the guidelines <br />of the Colorado Water Conservation Board for preparation of feasibility <br />reports and other specific requirements of the City of Louisville. Based <br />on the results of the study, the following conclusions are presented. <br />1. Winter demands by the City of Louisville will exceed the <br />available winter supply (provided by Louisville Reservoir) <br />by the winter of 1984-85. The maximum available water supply <br />is approximately 420 acre-feet, which assumes that Louisville <br />Reservoir is full as of November 1st of any given year. According <br />to the 1978 agreement with FRICO, winter releases of water <br />stored by contract in M~rshal1 Lake will be possible once <br />the proposed pipeline from Marshall Lake to the proposed water <br />treatment plant near U.S. Highway 36 is constructed sometime <br />in 1984. However, Marshall Lake cannot be considered as a dependable <br />winter water supply until such time as a new agreement with <br />FRICO is reached which will allow the City to make winter releases <br />of its water stored from ownership of shares in the Marshall <br />Lake Division. The current by-laws of FRICO do not allow releases <br />of shareholder's water outside of the irrigation season. <br />2. Additional storage space downstream of Marshall Lake is necessary <br />to capture any City water spilled from Marshall Lake under the <br />terms of the City's agreement with FRICO dated November 15, 1978 <br />and to optimize the transfer of the City's direct flow water rights <br />to storage when incremental storage space is not available in <br />Marshall Lake. <br /> <br />xii <br />
