I
I
I
I
I
I
I

CHAPTER I

GENERAL INFORMATION AND BACKGROUND

A. INTRODUCTION

Puroose and Scope

I
I
I
I
I
I
I
I
I
I
I
I

This Report outlines results of an engineering study to
determine the technical and economic feasibility of
rehabilitation work on Coon Creek Reservoirs U1 and U2
located on Grand Mesa, within Grand Mesa National Forest in
Mesa County, Colorado. The state Engineer of Colorado has
ordered the reservoir owner, the Coon Creek Reservoir and
Ditch Company, to make major repairs on the dam on Coon Creek
U1 and minor repairs on U2, with Plans and Specifications and
Inspection to be provided by a Professional Engineer. Water
level restrictions have been imposed on both reservoirs at
various times, and are still in effect for Coon Creek
Reservoir Ul.

Coon Creek Reservoir and Ditch Company intends to
upgrade the reservoirs if funding can be obtained. The
purpose of this report is to provide sufficient technical and
financial data (as required by CWCB guidelines) to determine
if the project will be eligible for State Assistance.

Note: The Coon Creek Reservoir and Ditch Company is the
official name of the reservoir owner; for simplicity,
the terms 'Coon Creek Reservoir company' and .the
Company' will be used hereafter in the text.

fuLsin ~ Reservoir Location

The Coon Creek Reservoirs are built across the upper
headwaters of Coon Creek, a small tributary of Plateau Creek,
which in turn empties into the Colorado River about 5 miles
above Palisade. The reservoirs are approximately 35 miles
east of Grand Junction, Colorado, and approximately 10 miles
south of Mesa, Colorado. The dam on Coon Creek Ul is located
in the SW 1/4 of Section 3D, TllS, R95W, and the dam for Coon
Creek U2 is located in the NE 1/4 of Section 25, Tl1S, R96W.
Both reservoirs are at a relatively high elevation, with the
dam crest of Coon Creek Ul at 10,052 ft. above sea level, and
the dam crest of Coon Creek U2 at 10,031 ft. above sea level.

Figure 1 is an overall location map for the two
reservoirs. Figure 2 indicates the immediate drainage area
and reservoir layout on a U.S.G.S. topo map. It should be
noted that Coon Creek Reservoir #1 and Coon Creek Reservoir
U2 are identified as Griffith Lake and Mid-Griffith Lake,
respectively, on the U.S.G.S. topographic maps.

1
