The analyses will not consider any inflation rate and are based on 1998 <br />values. Inflation will increase operating and repair costs which will cause annual <br />assessment fees to have a proportional increase. <br />. The pump will have an average power consumption and annual power <br />bill equivalent to the 1995-1998 average cost--$4,900 per year. <br />. The cost to repair and maintain the pump, motor and other controls <br />shall average $2,000 per year. <br />. The replacement life of the motor and pump is five years for its current <br />application. Replacement cost is $8,200. <br />. The cost to repair any pipelinEl problems will average $1,000 per year. <br />. The annual assessment from the Fulton Ditch is $16 per share or $800 <br />for 50 shares. <br />. The annual assessment for a Class C contract with GASP is $50 per <br /> <br />well. <br /> <br />The above assumptions have bElen used to develop a financial summary-- <br />Table 4-which is a schedule of needed revenues to meet the anticipated <br />expenditures for 30 years. <br />The expenditures and needed revenue in Table 4 were developed <br />assuming 50 shares of Fulton Ditch water could be bought for $6,000 per share. <br />The actual water available for CRPOA's purchase is unknown and might include <br />shares from several ditches in order to obtain 84 acre-feet of consumptive use. <br />The actual purchase price for Fulton Ditch shares and shares from other Ditch <br />companies is unknown at this time. <br />In order to minimize the need for subsequent amended applications and <br />to allow rapid closure on the loan, I recommend and request that CWCS approve <br />a total project cost not to exceed $400,000 and a loan from CWCS up to <br />$300,000 pursuant to the CRPOA loan application. The CRPOA upon <br />identifying the actual cost for the purChase of water would amend Table 4 and <br />ask for CWCS Executive Director's approval to enter into a loan for 75 percent of <br />the actual project costs. The amended Table 4 would use the same <br />assumptions except for loan repayment cost. <br />
