The impact of the CRPOA well pumping will be downstream of <br />Henderson, Colorado. <br /> <br />ANALYSES OF AUGMENTATION ALTERNATIVES <br /> <br />The Colorado Division of Water Resources has Rules and Regulations <br />that require that all non-exempt tributary wells have to be augmented, and must <br />replace their depletions to the South Platte River when there is a call by a senior <br />surface water right. The CRPOA well which pumps into the centralized system <br />must have an augmentation plan or else the Division of Water Resources will <br />order pumping to cease and desist. <br />The CRPOA believes it must take action to assure that their well will be <br />allowed to pump in the future. Several different alternatives have been <br />considered in this feasibility report Or) what CRPOA could do including a "do <br />nothing" alternative. Those scenarios include a brief economic analysis and the <br />physical impact on the lot owners can be summarized as follows: <br />"Do Nothina" Alternative - If the CRPOA does nothing to obtain an <br />augmentation plan then the Division of Water Resources will order all pumping <br />from the well to cease. It will no longer be possible to deliver water through the <br />centralized water system. This would result in terminating irrigation on each lot, <br />discontinuance of livestock watering, and the loss of water for fire protection. <br />Much of the existing landscaping and vegetation would die, animals would have <br />to be moved or sold, and the cost for fire insurance on existing structures would <br />escalate significantly. This is a non-feasible alternative and would destroy the <br />very reason that property owners chose to live there. <br />Relv on GASP to Auament the Well - The reinstatement of the well with <br />GASP under a Class A contract this past August does provide some immediate <br />relief to CRPOA. They will need to pay GASP the annual assessment fee for <br />two units of water. GASP's annual assessment for 1998 was $225 per unit of <br />water. That fee is subject to change and could increase significantly should <br />GASP be challenged in court as to the adequacy of the GASP augmentation <br />plan. The CRPOA voted at their February 14, 1998, meeting and again on <br />October 17, 1998, to try to purchase senior surface rights which would have a <br />
