The dam has had a history <br />of leakage and the formation of sinkholes in the reservoir basin, attributed to permeable <br />zones in the foundation rock underlying the abutments. The Company undertook a $60,000 <br />feasibility study (conducted by Woodward-Clyde consultants with $42,000 in financing from <br />the CWCB) which investigated alternatives and is now completed. The Company has <br />selected the least cost alternative of a Geosynthetic Clay Liner, and they have requested <br />$343,000 (0% for 40 years) which is 100% of the total estimated project. <br />If the rehabilitation is not undertaken in 1994, the Company faces increased <br />restriction of storage by the State Engineer's Office. <br />The Beaver Reservoir Company is owned by three other ditch and reservoir <br />companies; The Minnesota, The Turner, and The Lone Cabin. The Lone Cabin Ditch and <br />Reservoir Co. currently has a loan with the CWCB in total amount of about $200,000 with <br />annual payments of approximately $5400. The Lone Cabin is currently two payments behind <br />on this loan, and does not want to take on more debt, even at 0% interest, _ <br />.' ~ <br /> <br />I <br />!,'- <br /> <br />...,... \,.. ~..~...-'-' <br />6 <br /> <br />DISCUSSION <br /> <br />- , <br />1. The feasibility contract indicated that the CWCB loan portion of the contract <br />($42,000) would be paid back without interest if the project is constructed. The current loan <br />request from the company would combine this $42,000 with the $343,000 construction loan <br />
