<br />. <br /> <br />SECTION I. <br />Introduction <br /> <br />. <br /> <br />In February 1999, BBC Research & Consulting was retained by The Consolidated <br /> <br /> <br />Mutual Water Company (CMWC or Consolidated) to prepare a feasibility study of the <br /> <br /> <br />proposed Fortune Reservoir. This feasibility study was prepared in accordance with <br /> <br /> <br />guidelines of the Colorado Water Conservation Board (CWCB) as part of the loan request <br /> <br /> <br />and approval process from CWCB for a portion of the proposed reservoir construction <br /> <br /> <br />costs. <br /> <br />Background Information <br /> <br />The Consolidated Mutual Water Company was established in 1926 to serve the <br /> <br /> <br />growing needs of the area that would eventually be incorporated as the northern portion of <br /> <br /> <br />Lakewood. Wheat Ridge and other parts of unincorporated Jefferson County. Today, this <br /> <br /> <br />service area has an estimated population of more than 85,000 residents and is experiencing <br /> <br /> <br />moderate, but steady growth. Growth is most rapid in the western portion of the service <br /> <br /> <br />area. known as the Maple Grove Service Area, which is served primarily with <br /> <br /> <br />Consolidated's own supplies rather than treated water provided by the Denver Water <br /> <br /> <br />Department. More detailed information about Consolidated and its service area is provided <br /> <br /> <br />in Section III and Section IV, respectively. <br /> <br />. <br />
