During the construction period, care should be taken by the contractor and The Water Supply and Storage Company to guard against siltation of Long Draw Creek and damaging downstream fishery habitat. In view of the above, it is recommended that:_ I. Fish and wildlife conservation and development be included as a project purpose, and specific planning for fish and wildlife be included in the plan of development. 2. Public access be provided to the reservoir except for such areas as may be needed for public safety and efficient operation of the project. 3; A grant be made to The Water Supply and Storage Company for the portion of the cost of Long Draw Reservoir required to provide a minimum pool not lower than elevation 10,059 feet and including the amount of-a cost allocation associated with the fishing benefits totaling $15,000 annually. 4. I n order to prevent scouri ng of Long Oraw Creek downstream of the reservoir; releases from Long Draw Reservoir should not exceed the historic peak releases from the reservoi r. 5. The Water Supply and Storage Company and the Con- tractor take all necessary precautions during- the construction period to prevent silt and other pollu- tion from entering Long Draw Creek. Benefits associated with 10,000 man-days of fishing on the enlarged reservoir, with a minimum pool, would amount to $15,000 annually.
