~

33

as the net result of various exchanges involving North Poudre Canal. Column 9
is the summation of the preceding columns. Column 10 shows releases from
Horsetooth Reservoir of C-BT water owned by farmers under the Larimer County
Canal. Column II is the total water supply to the system after exchanges
and before system losses, Oeliveries to users are shown in Column 12. The
apparent system loss is shown in Column 13, which is Column 11 minus Column
12.

There are irrigation wells in the project area. These tend to be
concentrated in particular areas because much of the project land does not
have access to a suitable aquifer. Because of the uncertain status of ground
water pumping under Colorado law, the contribution of well water is not con-
sidered here.

WATER RIGHTS

The Company has water rights in Oistrict No.3 of the South Platte River
basin; District 48, the Laramie River Basin; District 47, the North Platte
River basin; and District 51 of the Colorado River basin.

Tables IV-A and IV-B summarize the Water Supply and Storage Company
water rights. This information is from the State Engineer's records in
Oenver, Colorado.

i

All of the direct flow rights from the Poudre River owned by the Company
are in the Larimer County Canal. The direct flow rights of the Tunnel Water
Company are included, The Water Supply and Storage Company has a two-thirds
interest in the Tunnel Water Company, as previously stated.

"

The water right of particular interest for this report is that of the
Grand River Ditch which diverts from the Colorado River to La Poudre Pass
Creek above Long Draw Reservoir.

GRANO RIVER DITCH

Grand River Ditch brings an average of 17,200 acre feet annually, based
on the 1952 - 1961 period, over La Poudre Pass to the Cache la Poudre basin.
A portion is stored in Long Oraw Reservoir in the peak runoff period, and the
balance runs on down Cache la Poudre River, Of the import stored in Long
Oraw, all, under existing conditions, is released within the same irrigation
season to the river for use downstream.

All of the Oitch's diversions crossing the Divide belongs to the Water
Supply and Storage Company, and is available for diversion downstream except
for losses charged by the Water Commissioner. However, the Company does not
necessarily take all of this water, after losses, through the headgate of the
Larimer County Canal. Imports from both the Colorado and Laramie Rivers and
releases from Long Draw and from Chambers Lake playa major role in the ex-
changes worked out by the State Water Commissioner to optimize the water
supply of the Cache la Poudre basin. The other major source of exchange
water is Horsetooth Reservoir.
