6

'.'\

LEAST COST SINGLE PURPOSE ALTERNATIVES

.;i
I

In accordance with acceptable allocation procedures least cost single
purpose recreation alternatives were considered for the Long Draw Dam
and Reservoir. The same reservoir site was selected for comparison
purposes, as many of the recreation attractions are not available at
other locations.

A stable water surface is better for recreation than a fluctuating
water surface. Since estimated recreation benefits were based on a
fluctuating water surface, it was concluded that similar benefits could
be obtained using a smaller stable water body. The expected recreation
season is June 15 through September 15. By calculating an average
surface area for each month of the recreation season, since planned draw
down was available by months, an average surface area was obtained.

The following table summarizes the above information:

Multi-Purpose Project
Long Draw

Single Purpose Alternative
Long Draw
.

Normal water surface
elevation 10,103.7

Capacity @ this elevation 11,000

10,090
6,750

Surface area in acres @
this elevation 340

282

Total cost @ this elevation $1,089,500

Not available

Basic recreation facility
cost $192,800

Total annual costs $8,925

$192,800
$8,925
33,000
$49,500

Annual visitor use 33,000
Annual recreation benefits $49,500

We hope this report will meet the needs of your Bureau in completing action
on the Long Draw Dam and Reservoir Enlargement Project.

Sincerely yours,

'I,

D.
