<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />DAM HISTORY <br /> <br />The Carl Smith Reservoir Dam was constructed in 1948. The original plans for construction were <br />filed with the State Engineer and approved on March 20, 1948 (File No, C-473). According to <br />the drawings a smaller embankment dam, referred to as Patterson No.3, existed at the site and <br />was to be enIarged in accordance with the 1948 drawings. The date of construction of the original <br />dam is not know but was most likely in the early 1900's. <br /> <br />Based on the current dam configuration the dam was not ~nIarged to the height and size shown on <br />the 1948 plans. The current dam crest is 12 feet lower than the plans and the slopes on the dam <br />are significantly steeper than the plans. <br /> <br />A second set of plans (File No, C-473A) were approved by the State Engineer on July 14, 1965 <br />for the construction of the 3D-inch diameter outlet conduit. These drawings show details and outlet <br />locations that are different than the original plans filed in 1948. <br /> <br />Carl Smith Reservoir is an off-channel structure which is filled through a controlled inIet canal <br />to Leroux Creek. The reservoir has a small drainage basin of approximately 845 acres. The dam <br />is approximately 55-feet in height; approximately 1500 feet in length; has three outlet conduits of <br />which only two are operable; has 2,7 to 1 upstream slopes and 1.7 to 1 downstream slopes; has <br />a 90-foot emergency spillway which provides approximately 5-feet of freeboard; and, stores <br />approximately 800 acre-feet of water to the spillway crest. <br /> <br />Appendix K includes a reduced copy of the plans on file with the State Engineer and shows a' <br />current surveyed cross section of the dam. <br /> <br />WATER RIGHTS <br /> <br />The company's decreed water rights and appropriations on Carl Smith date back to 1963. The <br />first appropriation has a Priority No. J-272 with a decree dated August 5, 1963 for 320.00 acre- <br />feet of water, ABSOLUTE and a Priority No, J-272 for 536 acre-feet, CONDITIONAL; a priority <br />No. J-272 with a decree dated March 20, 1964 for 398.13 acre-feet of water, ABSOLUTE. <br /> <br />Appendix D contains a graph of the storage records for Carl Smith Reservoir maintained by the <br />State Engineers Office. The records available date back to 1970 which provides 27 years of <br />record. The reservoir in those 27 years appears to have been filled to near capacity, which by the <br />SEO records appears to be at approximately 800 to 850 acre-feet, 23 out of 27 years, <br /> <br />There is no gage rod at Carl Smith and the storage volume is not exactly known. Various <br />elevation versus storage charts have been used over the years. However, based on the SEO <br />records, we believe the capacity to be approximately 800 to 850 acre-feet. From our current <br />survey data the volume from elevation 8225 to the spillway is 732 acre-feet. The lowest point in <br />the reservoir is approximately 8200 feet with a surface area of water of approximately 2.5 acres, <br /> <br />Carl Smith Dam Feasibility <br /> <br />Page 6 <br />
